He was chosen ahead if Gagai. Katoa would have to be chosen in front of Cleary and Moses.

The best halfback available right now for NSW isn’t playing and the form 5/8 in the NRL also available for NSW. Both are watching the game at home and play for teams outside of NSW.

On form Katoa is the best but it'll take this another year or 2 at least before he pushes Cleary out.
