    So, yes it is in the rule book, however when did anyone last see or hear of a penalty given for a deliberate knock on before yesterday? I was at a game yesterday and asked around various fans and staff/ex players etc. nobody can ever remember seeing it called.

    Its a bit of a shitter for those clubs who are tied down on long contracts with bigger players. you clear your cap space make a signing and then before they even arrive the rules have changed.
