28 is probably the number he will go with until the season starts. And will probably promote from within to fill the other 2 spots later...

Doesn't look like anyone else is coming in. I am comfortable having 1 or 2 spots open for any opportunity that may arise during the season.

I think teams generally keep one spot open just in case (Injury etc.). So that may be full?
