I think it would be the death knell for international rugby league. NZ are right up there now. It would be silly to allow them to play Origin but equally silly to allow English players but not NZers.
Tests and Origin should be and are heading to be separate entities.
Origin has long ceased as a Test trial you can even go back to 1989 when Roach & Sironen didn't make the NSW side and walked into the Australian side for 3 mid-season Tests. Sironen could be argued that Lindner and Miles were ruled out of the Tests but he still made the team before the likes of Stains, Miller and McGuire who played in the Origin. Roach was left out of the NSW side but his club form was way better than Bella's. Origin alone evolved 3 times in the 1980's and has further evolved since. No NSW or Queensland fan watches Origin think hey Reece Walsh or Latrell Mitchell is getting picked for Australia they're watching because they're invested in the state side not the international side.
Origin is about players eligible for NSW or QLD based on the current rules of born in the state or lived in those states before 13th birthday. Currently not ever player born or raised in NSW/QLD has represented that state some common ones include Inglis, A Lam, S Rogers, Clyde.
Tests is and should be based on the grandparent rule but just one tweak either Test or Development status rather than Tiers. Should a player want to change allegiance they should be made to wait 12-18 months. The only problem with changing the Tiers to Test or Dev status is we don't have a frequent international programme like what Cricket does. Luke Ronchii was able to play ODI's for Australia and later on played several ODI's & Tests for NZ.
